The first article is to strive to create a world-class science and technology park, further increase support for intellectual property rights, strengthen the awareness of intellectual property protection among high-tech zone enterprises, enhance the ability to protect independent innovation achievements, and promote high-tech enterprises with independent intellectual property rights. For the industrialization of technology, these measures are specially formulated. Article 2 The support objects are enterprises that meet the following conditions at the same time: 1. The financial and tax relations are in Xi'an High-tech Zone; 2. The statistical relations are in Xi'an High-tech Zone. Article 3 Funding Conditions, Contents and Standards (1) For those who have an intellectual property working organization, have relatively complete intellectual property management systems and regulations, have formulated an intellectual property development strategy, have independent intellectual property products, and have an annual new intellectual property application volume of 30 For enterprises with more than 15 pieces, they will be awarded the title of Intellectual Property Advantage Enterprise in the High-tech Zone and will be given a one-time reward of 20,000 yuan. For every 15 additional pieces, the reward will be increased by 10,000 yuan. The maximum reward for each company shall not exceed 100,000 yuan, and an acceptance notice will be issued for the current year. The intellectual property project of the book will be funded in accordance with Article 3, Paragraph 2. (2) Enterprises that obtained intellectual property rights between 2009 and 2012 will be subsidized according to the following contents and standards: 1. Each EU, US, and Japanese patent will be subsidized at 50,000 yuan, and other foreign patents will be subsidized at 30,000 yuan each; 2. Subsidy of 20,000 yuan is provided for applying for a PCT patent entering the national stage; 3. 3,000 yuan for each domestic invention patent; 4. 2,000 yuan for each integrated circuit layout design; 5. 1,000 yuan for each utility model patent; 6. Design patents Each item is subsidized with 300 yuan; 7. EU, US, and Japanese trademarks are subsidized with 10,000 yuan each, and other foreign trademarks are subsidized with 5,000 yuan each; 8. Domestic trademarks are subsidized with 1,200 yuan each; 9. Copyrights are subsidized with 300 yuan each; 10. A subsidy of 500 yuan will be provided for each computer software product registration; 11. A subsidy of 1,000 yuan will be provided for each software product module that has registered computer software copyright (the subsidy amount shall not exceed 50% of the total module evaluation cost). (3) For enterprises that obtain China's well-known trademarks from 2009 to 2012, a one-time reward of 300,000 yuan will be given; to enterprises that obtain provincial famous trademarks, a one-time reward of 50,000 yuan will be given. (4) Establish a comprehensive intellectual property protection system with judicial protection as the main body and administrative protection as the main body, and provide legal assistance for enterprise intellectual property rights. If the legal intellectual property rights applied by park enterprises in Xi'an are infringed, appraisal fees and litigation incurred during rights protection The fee will be funded according to 30% of the total appraisal fee and litigation fee after the final trial of the case. The maximum for each case shall not exceed 20,000 yuan, and the total annual amount for each enterprise shall not exceed 50,000 yuan. (5) A one-time reward of RMB 10,000 for each patent supporting international standards; a one-time reward of RMB 5,000 for each patent supporting national standards; and a one-time reward of RMB 3,000 for each patent supporting industry standards. (6) For enterprises that are included in various types of intellectual property industrialization incubation projects of the country and Shaanxi Province, and have more than 30 new applications for intellectual property rights that year, the country and Shaanxi Province will provide an equal amount of supporting fund support (each enterprise annually Not exceeding 200,000 yuan). (7) Between 2009 and 2012, intermediary service agencies that have acted as agents for more than 150 pieces of intellectual property rights in Xi'an High-tech Zone each year will be awarded the title of Excellent Intellectual Property Service Agency of the Year and will be given a reward of 20,000 yuan that year. For every additional 50 pieces, the award will be An additional RMB 10,000 will be added, and the maximum reward for each institution shall not exceed RMB 200,000. (8) Accelerate the construction of the corporate credit system in the park and integrate it with the corporate credit guarantee business, actively explore new financing channels focusing on intellectual property pledges, and encourage and attract small and medium-sized enterprise guarantee service agencies with multiple sources of funds and multiple organizational forms. Settled in the high-tech zone to serve enterprises. (9) Allocate special funds every year, which will be used by the Intellectual Property Office of the High-tech Zone to maintain thematic databases, introduce professional services and build intellectual property teams, and organize enterprises in the zone to participate in intellectual property training and other capacity building. (10) Establish and improve the high-tech zone’s intellectual property display and transformation platform, promote the park’s independent innovation results and the use of intellectual property, and promote the economic development of the high-tech zone. (11) Individuals who have made outstanding contributions to the annual increase in intellectual property rights in Xi'an High-tech Zone will be awarded "Outstanding Intellectual Property Workers". (12) The Intellectual Property Office of Xi'an High-tech Zone has established an intellectual property information retrieval system in the Intellectual Property Service Hall to provide free patent novelty search membership services for enterprises in the High-tech Zone.

Article 4 Application Materials 1. Xi'an High-tech Zone Intellectual Property Funding Application Form; 2. Original and copy of financial registration certificate of foreign-invested enterprises; 3. Original and copy of enterprise certificate (signature and seal of relevant departments of the Management Committee are required); 4. Original and copy of the tax payment certificate; 5. Documents, certificates and copies of relevant intellectual property work and acquisition status; 6. When applying for PCT patent funding, a search report from the State Intellectual Property Office is required; 7. When applying for item 5 of Article 3 Submit the patent search report of the Shaanxi Provincial Intellectual Property Service Center and confirm it with the High-tech Branch of the Xi'an Municipal Bureau of Quality and Technical Supervision; 8. To apply for item 6 of Article 3, you must submit the original documents and contracts issued by the country, province, and city; Article 5 Procedures (1) Qualified enterprises submit an application to the Economic and Trade Bureau (Intellectual Property Office) of the High-tech Zone, which will conduct a preliminary review together with the Development Policy Bureau, Finance Bureau, Statistics Bureau and relevant parks. (2) The preliminary review results shall be submitted to the Intellectual Property Leading Group of the High-tech Zone Management Committee for review. (3) The review results will be reported to the High-tech Zone Management Committee Director’s Office Meeting for decision, and the results will be publicized for 15 days on the Management Committee’s portal website and the Development Zone Report. (4) Upon expiration of the publicity period, the Intellectual Property Office will issue a funding notice based on the minutes of the meeting of the Director of the Management Committee and the documents of the Management Committee. (5) The Finance Bureau of the High-tech Zone allocates funds according to the documents. Article 6 The time limit for funding acceptance is from December 1st of the current year to January 31st of the following year. Article 7 If an enterprise obtains funding through unfair means such as fraud, once discovered, its qualifications for enjoying the relevant preferential policies of the Xi'an High-tech Zone Management Committee will be canceled within three years, and the funding funds will be withdrawn. Article 8 The Development Planning Bureau of Xi'an High-tech Zone is responsible for the interpretation of these Measures. Article 9 These Measures shall come into effect on the date of promulgation and shall be valid until December 31, 2012. The original method will be abolished automatically.
