Legal analysis: a registered cosmetics company needs: a business license of a cosmetics manufacturer or supplier; Hygienic license for cosmetics production enterprises; Cosmetic administrative (sanitary) license or registration certificate, and domestic non-special cosmetics registration certificate; Cosmetic inspection report or certificate of conformity; Valid inspection and quarantine certificate for imported cosmetics.

Legal basis: Regulations on the Management of Certificates, Tickets and Accounts of Cosmetic Production and Operation Enterprises;

Article 7 An enterprise shall at least include the following contents:

(a) the business license of the cosmetics manufacturer or supplier;

(2) Hygiene license for cosmetics production enterprises;

(3) Approval document or filing certificate of administrative (sanitary) license for cosmetics, and filing and registration certificate of domestic non-special purpose cosmetics;

(four) cosmetic inspection report or certificate of conformity;

(5) Effective inspection and quarantine certificate of imported cosmetics.

If the original cannot be provided, a copy can be provided. However, the copy should be stamped with the official seal of the cosmetics manufacturer or supplier and kept on file for future reference.
