Capital gains tax is an important factor affecting the development of American venture capital. Looking at the development of venture capital in the United States, it mainly benefits from the reduction of capital gains tax rate in two stages, that is, 1977- 1979 from 49% to 28%, and 1980- 1982 from 28% to 20%. At the same time, the United States gives tax incentives to venture capital in underdeveloped areas. The "New Market Tax Credit Plan" launched by the federal government in 2000 stipulates that investors can get tax credit from income tax if they invest in "social development funds" according to certain standards to promote the development of low-income areas.
In the early 1990s, the British government set up high-tech funds, regional venture capital funds, social development venture capital funds and early development funds.
The British government first provided support for the establishment of the business angel network. British business angels are some high-income individuals or business operators who mainly invest in early start-ups that ordinary venture capital enterprises think are too risky to invest. These business angels tend to invest in the science and technology departments in their areas, and the investment period (generally five years or more) is longer than that of ordinary venture capital funds.
