After investigation, it was found that there are three main reasons for congestion in the system:

First, because most of the supporting units set deadlines around March 13, The traffic volume of the system is very concentrated;

Secondly, the relying units conduct all online reviews, often perform single batch downloads, and review and return operations are frequent;

Thirdly, due to the application for new projects this year People and key participants collect full text of resumes and achievements online. Due to the superposition of the above three factors, although the system did not crash, untimely response occurred from time to time.

In response to the situation in the system, our committee has recently adopted the following relevant countermeasures:

1. It has been recommended that managers of supporting units with large volumes of applications strengthen coordination to ensure that review operations are consistent with applicants Submit operation off-peak processing.

2. Through communication with some supporting units, during the peak period of centralized receipt of project applications (March 15th to March 20th), the system will suspend the batch download function to reduce system pressure.

3. In order to ensure the normal application of the project, project applicants are requested to give priority to completing the application submission. If the full text of the results is not uploaded in the future, our committee will arrange a special time after March 20 to ask applicants and major participants to upload it.

4. At present, our committee has established a real-time communication mechanism with the liaison network leader unit to grasp the operation status of the information system in a timely manner, and promptly respond to and handle problems reported by project applicants and supporting units.
