1. Established non-profit organizations such as foundations and social service organizations may apply to the civil affairs department of the place of registration for recognition as charitable organizations.
Established non-profit organizations determine charitable organizations as follows:
(1) Social organizations are approved by the general meeting of members (representatives), and foundations and social service institutions are approved by the board of directors; If there is a competent business unit, it shall also be approved by the competent business unit.
(2) When a social organization submits application materials to the registration authority, the registration authority shall make a decision on whether to identify it as a charitable organization within 20 days;
(3) Foundations, social organizations and social service institutions recognized as charitable organizations shall have their registration certificates renewed by the registration administration authorities, indicating the nature of charitable organizations.
2, before the establishment, apply for registration to the civil affairs department of the people's government at or above the county level, and make a decision within thirty days.

Those who meet the conditions of charitable organizations shall be identified and announced to the public; Those who do not meet the conditions of charitable organizations shall not be recognized, and the reasons shall be explained in writing.
There are special circumstances that need to extend the registration or identification period, which may be appropriately extended after approval by the civil affairs department of the State Council, but the extension period shall not exceed 60 days.
