Scope of use:
1 201June1Interim Measures for the Use of Special Maintenance Funds for Commercial Residential Buildings stipulates that the special maintenance funds for commercial residential buildings shall be owned by all owners, and shall be used exclusively for the maintenance, renewal and transformation of * * * parts and facilities in residential areas after the warranty period expires, and shall not be used for other purposes.
2.* * * General facilities include elevators, antennas, street lamps, lighting, fire-fighting facilities, green spaces, roads, ditches, pools, wells, non-operating parking garages, public cultural and sports facilities, garbage bins, garbage passages, septic tanks, smoke exhaust passages, water pumps, water tanks, mailboxes, lightning protection devices, fire extinguishers, fire hydrants, drainage pipes and pits.
3. General use parts include: basic structural parts such as foundation, load-bearing wall, column, beam, floor, roof and outdoor wall, public transportation parts such as corridors, stairs, foyer and lobby, and structural parts such as refuge floor, equipment floor or computer room.
4. The relevant person in charge of the Housing and Urban-Rural Development Bureau clearly pointed out that the public * * * maintenance fund is used for the overhaul, medium repair, renewal and transformation of * * old parts and * * old equipment and facilities when the property warranty period expires, and shall not be used for other purposes.
Conditions of use:
The public housing maintenance fund is mainly used for major and medium-sized repairs and renovation projects of the main structure, public parts and public facilities and equipment after the expiration of the housing warranty period.
The main load-bearing structures of houses include foundation, internal and external load-bearing walls, columns, beams, floors and roofs.
Public parts refer to outdoor walls, hallways, stairwells, corridors, etc.
Public facilities and equipment refer to water supply and drainage pipelines and equipment, distribution cables and equipment, elevators, public lighting, fire-fighting facilities, green spaces, roads, ditches, non-operating parking garages, public cultural and sports facilities and other facilities and equipment owned and used by the owner.
Owners who use public housing maintenance funds account for more than two-thirds of the total construction area, accounting for more than two-thirds of the total number of people. After discussion and adoption of suggestions, they finally have to be approved by the real estate administrative department or the corresponding management department for filing and review.
The whole process needs to go to the Housing Authority, the Housing Safety Appraisal Department, the Audit Bureau, special banks and other departments to apply for professional appraisal of housing safety, review the budget and final accounts of the maintenance plan, hire the construction unit to carry out maintenance and construction, and apply for special banks to allocate funds.
