Based on the actual situation of our province, the following implementation opinions are put forward: 1. Accelerate the transformation of shantytowns

To advance the preliminary work of the project, the people's governments of all cities and counties (districts) must fully understand the importance of accelerating the reconstruction of shantytowns, and follow "scientific planning, step-by-step implementation, government leadership, market operation, adapting measures to local conditions, focusing on actual results, improving supporting facilities, and synchronous construction."

Based on the basic principles, we will further intensify the transformation of shantytowns so that the housing conditions of more people in need can be improved as soon as possible.

All localities must organize and prepare the overall plan and annual implementation plan for shanty town reconstruction in their respective jurisdictions from 2013 to 2017 on the basis of preliminary on-the-spot investigations, and submit them to the people's government at the next higher level for approval.

When approving shanty town reconstruction projects, relevant departments must simplify work procedures, shorten work cycles, improve approval efficiency, and coordinate and promote the completion of preliminary preparations for the project.

The development and reform department should merge the project proposal, feasibility study report, and preliminary design approval into directly approving the preliminary design of the project.

2. Increase fund-raising efforts and increase financial support.

The Provincial Department of Finance should continue to arrange provincial matching funds for the renovation of shantytowns in state-owned forest areas and dilapidated buildings in state-owned reclamation areas.

Municipal, county (district) people's governments can allocate funds for shanty town reconstruction through local government bond revenue, urban maintenance and construction taxes, land transfer income, urban utility surcharges, urban infrastructure supporting fees, and state-owned capital operating budgets.

It is necessary to innovate financial support methods and attract corporate and social funds to enter the field of shanty town reconstruction through measures such as awards instead of subsidies and government capital injection.

Conditional cities, counties (districts) can provide loan interest discounts for shanty town reconstruction projects.

Increase credit support.

With the Provincial Urban Development Investment Co., Ltd. as the main financing entity, a repayment guarantee mechanism for shantytown renovation loans is established in accordance with the principles of “unified financing, entrusting construction, special account management, dedicated funds, integrating resources, and unified repayment”.

All banking and financial institutions should actively support the renovation of shantytowns and significantly increase credit funding arrangements.

The specific financing, construction and repayment implementation plan for the renovation of shantytowns in the province is attached.

Encourage the participation of private capital.

Encourage and guide private capital to participate in the renovation of shantytowns through direct investment, indirect investment, equity participation, entrusted construction and other methods according to the construction tasks of affordable housing.

Actively implement various supporting policies for private capital to participate in shanty town reconstruction, eliminate policy obstacles for private capital to participate in shanty town reconstruction, and strengthen guidance and supervision.

Support financing platforms to raise funds.

Municipal and county (district) government financing platform companies and enterprises undertaking shantytown renovation projects that meet the regulations can issue corporate bonds or medium-term notes specifically for shantytown renovation projects.

Priority will be given to the issuance of corporate bonds for the renovation of shantytowns, and the approval process will be accelerated.

3. Implement preferential tax and fee policies: Shantytown reconstruction projects are exempt from various administrative charges and government funds such as urban infrastructure supporting fees.

Charges for operating services such as electricity, communications, and municipal utilities are halved from the lower limit.

Involved business tax, real estate tax, urban land use tax, land value-added tax, stamp tax, deed tax, etc. are subject to preferential reduction and exemption policies in strict accordance with current regulations. State-owned forest areas and shanty town reconstruction projects in reclamation areas enjoy the same preferential policies.

State-owned industrial and mining enterprises, state-owned forestry enterprises and state-owned reclamation area enterprises that participate in the shanty town reconstruction organized by the government and meet certain conditions at the same time are allowed to deduct the shanty town reconstruction fund subsidies before corporate income tax.

4. Ensure the supply of construction land. Strictly implement the requirement that the annual land use for the three types of housing, including affordable housing, shanty town renovated housing and small and medium-sized ordinary commercial housing, shall not be less than 70% of the total housing land supply.

Land used for shantytown reconstruction and housing will be included in the local land supply plan as a priority.

Those that require new construction land plan indicators will be prioritized in the new construction land plans issued by the province, and will be reported to the Ministry of Land and Resources for verification and confirmation by the Provincial Department of Land and Resources at the end of the year.

Land for eligible public rental housing construction projects in shantytown reconstruction and resettlement housing can be provided through allocation.

5. Do a good job in demolition, resettlement and compensation. Strictly implement relevant laws and regulations such as house expropriation, safeguard the legitimate rights and interests of the people, and prohibit forced demolition and eviction.

It is necessary to properly handle conflicts and disputes arising from the renovation of shantytowns to ensure social stability.

The reconstruction of shantytowns combines physical resettlement and monetary compensation, and is a voluntary choice of shantytown residents.
