Interim Provisions on the Administration of National Defense Science and Technology Pre-research Achievements
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant provisions of the state on the management of national defense scientific and technological achievements (hereinafter referred to as pre-research), to speed up the development and application of pre-research achievements, promote the development of national defense science and technology, and improve the technical level of our military weapons and equipment, and in combination with the characteristics of pre-research work. Article 2 The pre-research achievements of national defense science and technology are an integral part of national defense science and technology achievements. Providing technical reserves for the development of advanced and sophisticated weapons and equipment, its benefits are mainly manifested in its potential or direct military application value, which is of great significance to promoting national defense science and technology and social development. The popularization of national defense science and technology pre-research achievements to civilian use will improve the use value of the achievements and contribute to the development of national economy. Article 3 The pre-research achievements mentioned in these Provisions refer to the final achievements and relatively independent stage achievements completed according to the national defense science and technology pre-research plan and financial support, which are divided into three categories: applied basic research, applied research and advanced technology development achievements:

The first category of applied basic research results refers to the results obtained in research activities such as exploring new ideas, new concepts or new principles. Its general manifestations are books, papers, research reports and so on.

The second category of applied research results refers to the results obtained in scientific research activities to explore the feasibility and practicability of the application of new ideas, new concepts and new principles and determine their main parameters. Its general manifestations include feasibility analysis report, test report, sample, principle prototype, software and so on.

The third category of advanced technology development achievements refers to the achievements of components or subsystems obtained in technical activities such as development, testing, experiment or computer simulation to verify their feasibility and practicability. Its general manifestations include prototype of components or subsystems, demonstration of process flow, verification or appraisal test report, etc. Article 4 The management of national defense science and technology pre-research achievements includes: identification, registration, reward, property right protection, confidentiality and decryption, and popularization and development. Article 5 The management of national defense scientific and technological research achievements shall be subject to unified leadership and hierarchical management. The scientific and technological achievements management institution of the Commission of Science, Technology and Industry for National Defense leads the management of national defense scientific and technological pre-research achievements in a unified way; The scientific and technological achievements management institution of the competent department is responsible for the management of the pre-research achievements of this department; The results management organization of each task undertaking unit is responsible for the management of the pre-research results of this unit. Chapter II Appraisal and Registration of Achievements Article 6 The appraisal of achievements of key national defense science and technology pre-research projects shall be organized by the examination and approval department of the national defense science and technology pre-research task book (hereinafter referred to as the task book) or its entrusted management organization, and the achievements of general pre-research projects shall be organized by the task undertaking unit. If the identity certificate is in any of the following forms, it will be considered valid:

1. Actual measurement, acceptance and appraisal: test and appraisal shall be conducted according to the index requirements and evaluation methods specified in the "Task Book". Experts and users can be invited to participate in the actual acceptance appraisal.

2. Communication appraisal: send the relevant technical data of appraisal results to experts for review and put forward appraisal opinions. The appraisal organization department or unit shall make a decision after summarizing the results, and attach an expert review form.

3. Meeting review: the review organization department or unit shall organize peer experts to make review conclusions through meeting review. Seventh national defense science and technology research results should be registered after identification.

After the pre-research results of each task undertaking unit have passed the appraisal, they shall be registered according to the Provisions on the Administration of the Registration of National Defense Scientific and Technological Achievements.

Registration of achievements should be regarded as an important symbol of task completion. If the registration procedures of the results are not completed, the financial department will not make final accounts, and the results management department will not accept the reward declaration. Article 8 The office of national defense scientific and technological achievements and the achievement management institution of the competent department shall be responsible for the classification, statistics and analysis of the pre-research achievements, issue notices regularly, and provide information services for the pre-research management and achievement popularization. Chapter III Awards for Achievements Article 9 If the pre-research achievements of national defense science and technology meet the prescribed conditions, they may declare awards according to the provisions of the Regulations of People's Republic of China (PRC) on Natural Science Awards, the Regulations of People's Republic of China (PRC) on Invention Awards and the Regulations of People's Republic of China (PRC) on Science and Technology Progress Awards. Among them, the pre-research results of national defense science and technology that declare the national science and technology progress award shall be handled in accordance with the provisions of Article 10 of these Measures. The pre-research results of departmental science and technology progress awards shall be handled in accordance with the provisions of the relevant competent departments. The application of basic research results can apply for the National Natural Science Award. Tenth where the application of research and early technology development achievements, at the same time meet the following conditions can declare the national science and technology progress award.

1. conforms to the first three paragraphs of Article 3 of the Measures for the Award of National Defense Science and Technology Progress (Trial);

2 research results should be the first in China, the industry is advanced, and it has obvious potential or use value for national defense construction after professional evaluation.

Eleventh national defense science and technology research results have been applied for more than 1 year, which has obvious effects or remarkable economic benefits on national defense construction, and can re-apply for awards higher than the original level, and supplement new application materials and certificates.
