The influence of ACS
The next World War II once again witnessed the great influence and vitality of ACS. Compared with World War I, the United States participated in the war for a longer time and mobilized more widely in World War II, and many scientific and technological researchers were recruited to join the army. Under this background, ACS leaders launched a campaign aimed at protecting the interests of researchers, demanding that all the recruited researchers can serve the country in the most appropriate way.
In other words, ACS requires the chemists who have been recruited to still work in the field of chemistry, instead of bleeding at the front.
The war brought ACS more difficulties than displaying its ability and expanding its influence stage. The war caused traffic control in the United States for four years, which brought great inconvenience to ACS to hold a meeting.
At this time, the vitality of various regional organizations of ACS is fully reflected: ACS adheres to a national conference every year, and its main activity is small-scale meetings held by regional organizations.
in addition, ACS has to face the information shortage caused by technical blockade. During the war, the United States could not receive European sci-tech magazines at all (of course, many magazines have stopped publishing), and the information content of ACS publications was also affected. Taking Chemical Abstracts as an example, the number of abstracts dropped sharply from 65,432 in 1938 to 32,281 in 1945.
at the same time, because of the rising price of paper, the cost of publications has greatly increased. This enabled ACS to retain the copyright of all publications since 194.
After the war, ACS revised the articles of association for the fourth time and for the last time so far. On January 1, 1948, the 5-year-old articles of association of the society were passed away. The new constitution divides the local organizations under the Institute into six regions and establishes a new Council election system.
in the first half of the 2th century, ACS has grown into a national academic organization with large scale, rigorous organization and advanced system. The Society has 63,349 members, 137 local organizations and 2 professional divisions. In 195, the Institute spent $2.8 million, but its advertising revenue also reached $1.22 million.
in p>195, ACS also received a donation from the international petroleum products company (UOP) and established its first foundation, the Petroleum Research Foundation, to fund research and education activities in the field of petrochemical industry.
ACS started the second half of the 2th century with a large-scale national conference. In 1951, it was the 75th anniversary of the establishment of the Society. In the second half of this national conference, ACS launched a series of commemorative activities.
Many elders of the Society, such as Parsons, have been the editor-in-chief of Chemical Abstracts for 36 years. E.J.Crane, the former president and chairman of the Society, and Roger Adams, a famous organic chemist, have all delivered speeches. Alben W. Barkley, then vice president of the United States, also made a speech at the closing ceremony of the annual meeting.
In 195s, the publications of ACS continued the rapid expansion trend, and the Society began to increase its support for major publications such as Chemical Abstracts and JACS. In 196, ACS built an 8-storey building next to its original headquarters and moved its headquarters in. The original headquarters was located in a five-story apartment bought by the Society in 1941 at a cost of $15,.
while ACS has acquired a large number of industries, its ability to raise funds is also amazing: of the $3 million for establishing a new headquarters, $2.3 million came from donations from 34,482 members and 436 companies!
in the 196s, despite the impact of the civil rights movement on the national economy, ACS greatly increased its investment in publicity. In order to popularize chemical knowledge to the society, since January 1961, ACS has created a series of 15-minute scientific documentary programs, which are provided to radio stations for free and broadcast to the whole society once a week, and have never stopped.
in p>1964, ACS invested another $5, to set up the "Committee for the Survey of Chemistry" in the National Academy of Sciences, in order to find those basic chemical research projects that were in trouble because of lack of funds and help them get financial support.
in p>1965, ACS established the "chemistry and public affairs Committee", which was responsible for publicizing ACS' views in the U.S. congress and other government departments. In addition, since 1965, ACS has offered about 5 short-term courses to members who need to be trained in chemistry, which has opened the source of ACS' participation in public education.
In the late 196s and early 197s when the economy was depressed, such huge investment also caused certain financial difficulties for ACS. Advertising revenue dropped from 4.43 million dollars in 1965 to 2.41 million dollars in 1974.
ACS had to readjust itself: reducing the volume of publications has reduced expenses, and the membership fee standard has been continuously raised: it was $16 per person per year in 1965, rose to $25 in 197, $28 in 1972, and rose to $35 in 1976. It is an effective way to raise funds from members whose economic conditions are gradually recovering.
by 1976, the number of ACS members was 11,82, which was basically the same as that of 116,816 before the decline in 1969.
In this era, increasing membership fees can still retain members, which has to be attributed to an activity for the benefit of members. The economic downturn has significantly increased the unemployment rate, especially in chemistry. In 1967, the ratio of vacant positions to job seekers was 1.56:1, and in 1969 it dropped sharply to .58:1.
At the request of members, ACS began to help unemployed members find jobs, and 2 members were helped at the same time every moment. At the same time, establish an employment guidance mechanism to provide relevant information to job seekers. This mechanism developed to 1975, and ACS has successfully established a set of standards to restrain employers and employees.
