Article 2 These Provisions shall apply to reservoirs within the administrative area of this Municipality.

The medium-sized reservoirs mentioned in these Provisions refer to reservoirs with a storage capacity of 1 million cubic meters to 1 million cubic meters.

Small reservoirs mentioned in these Provisions include small (I) type reservoirs and small (II) type reservoirs. Small (1) type reservoirs refer to reservoirs with a storage capacity of 1 million cubic meters to 1 million cubic meters; Small (II) reservoirs refer to reservoirs with a storage capacity of 1, cubic meters to 1 million cubic meters. County (District) water administrative department in charge of reservoir management within their respective administrative areas. Article 4 Reservoirs shall be managed according to the following division of labor:

(1) State-owned reservoirs shall be managed by reservoir management units established by the departments under their jurisdiction;

(2) Small (I) collectively owned reservoirs are managed by township (town) reservoir management units;

(3) Small (II) reservoirs collectively owned shall be managed by the villagers' committee, but those that benefit from crossing villages shall be managed by the township (town) reservoir management unit. Article 5 Reservoir management shall ensure the safety of dam head hub and canal system projects, scientifically dispatch water storage and discharge, give full play to the benefits of reservoir projects, and reasonably collect water charges. Sixth reservoir managers should have the corresponding business knowledge and management level, receive regular on-the-job training, and show certificates. Chapter II Safety Management of Reservoirs Article 7 The state-owned reservoirs shall be submitted by the competent authorities to the county (district) people's government to delimit the scope of management and protection according to the following standards:

(1) The management scope shall be 5 meters from the dam end of medium-sized reservoirs, 1 to 3 meters from the downstream dam foot, and 1 to 2 meters from both sides of spillway and other water discharge structures; The management scope extends from 1 to 5 meters as the protection scope.

(2) The management scope is that the dam end of a small reservoir extends 3 meters and the downstream dam foot extends 5 to 1 meters; The management scope extends from 5 to 2 meters as the protection scope.

(3) The management scope is below the check flood level in the reservoir area; The protection scope is 1 to 15 meters above the management scope or to the watershed of the river basin.

Article 8 Within the scope of state-owned reservoir management, the land ownership belongs to the state, and the land use right belongs to the reservoir management unit, and no unit or individual may occupy it without authorization. When delineating the scope of reservoir management, procedures shall be handled in accordance with the relevant provisions of the Land Management Law.

Article 12 If a reservoir fails to meet the flood prevention standards or has serious quality defects, the reservoir management unit shall formulate a plan for reinforcement and reinforcement, and report it to the authorities for approval. Article 13 Hydrological and geological exploration and design of reservoir reinforcement shall be undertaken by units with corresponding qualifications; The construction of reservoir reinforcement should be undertaken by units with corresponding qualifications through bidding and tendering.

the reinforcement of the main buildings at the dam head of a medium-sized reservoir shall be supervised by a water conservancy project supervision unit with corresponding qualifications, and shall be subject to the quality supervision of the water administrative department. Article 14 The funds for reservoir reinforcement are mainly raised through the following channels: (1) flood control and security funds retained by counties (districts) and water conservancy construction funds;

(2) special funds for financial arrangements at all levels;

(3) part of the water fee charged by the reservoir management unit;

(4) special funds allocated by higher authorities;

(5) the people contribute their labor. Chapter III Collection and Management of Water Fees Article 15 The reservoir shall be provided with paid water.
