Article 12 The establishment of toll road toll stations shall be determined by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in accordance with the regulations The following regulations have been reviewed and approved:

(1) Toll stations on expressways and other closed toll roads shall not be set up on the main line except for entrances and exits at both ends.
